You had an utility that was not ended properly running. it is repaired by using Data File Display and Maintenance.The file to be repaired is sy0ctl. You must be extremely careful while in this file. MAKE A BACKUP!!!
Go to keyscan. Search for "uti" (no quotes, must be lower case) Delete the uti record. There may be more than one.
