Here is what I did to fix this problem:
1. The Peachtree data file was on a network share.
2. The user's connection to the network share was broken.
3. I simply re-mapped the network drive (in Windows Explorer, select Tools-->Map Network Drive).
before you re-install Peachtree or go moving Data folders around, check to make sure that all the network drives are functioning.
