This is a fairly common issue with CTree (and to a lesser extent, Pervasive) data file format.
It indicates an inconsistency in the PM00400 file/table and/or a damaged resource (possibly a report or window) modification. It can either be resolved by running maintenance or renaming the file (or clearing the table) and then running maintenance.
Verify you have a good backup before attempting any maintenance as this may just be a symptom of a larger problem.
