I sell MSGP software for one of the largest VArs, and have run into similar situations where a previous VAR "owns" any customizations it develops for you. My firm does not practice this way. If you pay us to develop customizations, you own the customizations As a matter of fact I would strongly advise against working with a var who owns the customizations you have paid them to create for one major reason.
Let's say that at some point down the road, you wish to switch to another reseller, and then you are planning an upgrade to a new version of GP. You will have to hire the origianl var to modify the customizations to fit the upgrade, or you will have to do an outright purchase of the code from your original VAR so that your new VAR can modify it, or you will have to pay your new VAR to redevelop the entire customization from scratch.
Basically, they have you by the shorts, and you will be tied to this reseller forever.
