Tyler Technologies Implements Odyssey Courts & Justice Solution for the Third Judicial Circuit of Michigan

DALLAS--(BUSINESS WIRE)--Tyler Technologies, Inc. (NYSE: TYL - News) announced today the successful completion of its Odyssey Case Manager software implementation in the Criminal Division of the Michigan Third Judicial Circuit. The Criminal Division now has 200 users live with Odyssey Case Manager.

“Tyler Technologies participated as a full partner throughout the data conversion and implementation process. As a result of hard work and dedication, Court employees and Tyler achieved successful implementation,” explained Bernard J. Kost, Executive Court Administrator of the Third Judicial Circuit of Michigan.

In March 2005, the Third Judicial Circuit of Michigan reached an agreement with Tyler Technologies for the implementation of its Odyssey courts and justice solution. The contract, which includes software licenses and professional services, is valued at approximately $6.1 million. The Odyssey solution will ultimately allow the Third Judicial Circuit to automate all case management functions—imaging, accounting, docketing, calendaring, reporting, forms merge and others—for all case types, in a single software package. Tyler is replacing three outdated in-house systems that became increasingly difficult for the Court to maintain.

The multi-year project is scheduled in such a way as to minimize impact on the Court while implementing the new system as quickly as their business processes can absorb the change. The pilot phase was completed in December 2005 and involved the migration of Family Division-Juvenile Section guardianship cases. In April 2006, the Court reached another milestone by migrating Family Division-Juvenile Section adoption cases to Odyssey. This was followed by complete implementation in the Criminal Division. The Civil Division is scheduled to go “live” in the third / fourth quarter of 2008. This will be followed by the Family-Domestic and Juvenile Divisions.

“After an extensive selection process, the Court was confident that purchasing Odyssey as its new case management system was the right choice. With the successful implementation in the Criminal Division, we are now more certain than ever that it was the correct decision,” commented Kost.

The Third Judicial Circuit is the largest circuit court in Michigan, with 64 judges and three operating divisions. The Court has jurisdiction over civil, criminal, and family matters in Wayne County. The National Center for State Courts cited the Third Circuit Court as a model urban court for case flow management and the timely disposition of the Court’s docket. Wayne County is made up of 33 cities, including Detroit, 10 townships, and one village. Its population of approximately 2.1 million makes it the most populous county in Michigan and the eleventh largest county in the nation.

“We are excited to have developed a long-term relationship with the Third Judicial Circuit of Michigan,” commented Dustin Womble, Tyler Technologies executive vice president. “The Court is a progressive, forward-thinking organization, and we are pleased to be providing it with the technology to help achieve its mission of providing quality services to the public.”
