I can't speak for Colonial but I have consulted on Timberline for over 9 years and I have clients that range from small contractors to billion dollar real estate companies that are successfully using the system every day for both property management and construction.  Usually, if you have a company that does both Property Management and Construction or just construction Timberline ends up the winner because of the integration between all of these processes.  Not too many other systems have the level of sophistication and depth of features for both disciplines, usually a system does construction well or property management well but not both...and Timberline does both very well.  

One last point on Timberline...usually if you hear negative things about Timberline it's usually because the program was not setup properly for the business and unfortunately there are key decisions that need to be made in the setup process up front that cannot be easily undone or changed once you are in production so it is critical to have a competent consultant in the beginning otherwise things can get rough down the road.
